Message dated July 7 and received July 13, stating the Governor                                     
transmitted the engrossed and enrolled copies of the following                                      
resolution to the Lieutenant Governor's Office for permanent filing:                                
                                                                                                    
           SENATE CONCURRENT RESOLUTION NO. 15                                                      
           Suspending Rules 24(c), 35, 41(b), and 42(e),                                            
           Uniform Rules of the Alaska State Legislature,                                           
           concerning House Bill No. 177, placing certain                                           
           special interest organizations within the definition of                                  
           "group" for purposes of Alaska's campaign finance                                        
           statutes; and requiring disclosure of the true source of
